Yes, it could be the fuse, connections at control, mirror, or fuse block, broken wire(s), bad motor, bad cable(s). The first place to check is at either side of the fuse, if there is power to one side but not the other, bad fuse, if there is no power, connection(s) at the block may be bad. Follow the power path. If you have power all of the way to the mirror, check electro/mechanical and mechanical components.

If both mirrors dont work then it will be a fuse,if its just one then it maybe a loose wire or a faulty electric motor
Check your car manual, you will find it will let you know which fuse is for the electric mirrors.
Check to see if the fuse looks burnt.
If so then yes
If not it could be another electrical issue
If it is the fuse replace it for the same category fuse (amp)
If it blows immediatly again upon using the electrics then you have an electrical fault with your mirrors.
Maybe overload of electric going thru the circuit
