How is the unique vessel indicator created?

this is to do with shipping

Answers:
I think you are talking about AIS?

If not then dont read on.

AIS is purely a radio signal that is sent out from ships, and can be picked up by other ships in that area. It can also be picked up by the coastguard and the likes.
The dataq inc;uded in AIS, is, the ships name, tonnage, destination port, previous port, callsign etc etc etc. Some ships update them all the time, and some do not, you can see ships going through the straitsd of dover with destination ort Dublin, and they are sailing East!!
Do a Google on AIS and it will gove you much more info.
SHIPPING IS NOT CARS AND TRANSPORTATION.DUH!
