Am thinking of buying up steel now, to then sell on or make into hulls in say 5 years time.. what do you think

Nice idea, as long as you can provide the certificates of conformity/compliance otherwise your steel will be scrap value only.

All steel is not the same and the requirements for ship grade steel is very specific.
