Why do flags on boats never seem to have green on them?

It depends what kind of flags you are talking about. Ensigns, which display the registration country are national flags, and as such will have green in them if the country does. For example, St.Vincent and the Grenadines.
Signal flags, are all made up of the primary colours, black, and white, as laid out in the International Code of Signals. There really is no need for any more colours, and the industry is fairly conservative. That being said, different Navys have tried varying colours throughout history, but as it is now internationalle legislated the International code will remain.

take a light blue paper..and draw a green dot on it.can u see it??well it difficult to see a green flag in the blue n grenn ocean n sky..therefore contrast colours are used..plus a green flag shows an "OK" sign.n usually a boat uses a flag for danger i.e. RED!!!
