The Radiocommunications Agency, an executive agency of the DTI. Go to www.radio.gov.uk for details.
Not sure why you placed this question under Boats & Boating?
If you are applying for a radio operator licence in Singapore, please contact the Singapore Media Development Authority.
Try Ofcom http://www.ofcom.org.uk/radio/
Try this web site they may be able to help http://www.mcga.gov.uk/c4mca/mcga-home.
in the U.S. it's the F.C.C
The FCC = Federal Communications Commission

Hi valerie j
if this is for a marine vhf license you first need to do a vhf src course to permit you to use the equipment then you have to get a ships radio license from ofcom. the firm i work for offers this course if you are interested see www.gwmarineschool.co.uk for details of the course.
Hope this is of use to you. adamj
