If you mean the dot matrix signs, they are controlled by the local police control centre.

I'd just occassionally tell drivers to relax, slow down or simply smile.

I would have to put "WHY are you driving in the middle lane when you're not overtaking anything?" Not funny but, man - that bugs me ;o)

The highway patrol controls these, and besides traffic advisory information, they are used it for Amber Alerts for kidnapped children. I wouldn't write on them because I'm too busy answering these questions.
