try banging the starter motor with a hammer (not so hard it dents it though!).
If the car starts after this, then you need to replace the starter motor sometime in the near future.
If this doesn't make any difference, try the immobiliser? Or phone the AA, join up, and call them out straight away - cheaper than going to a garage!
Faulty starter motor if it won't turn over. If it won't jump start it could be anything from injectors to pump to glow plugs
When it is towed does the engine turn over and ot start - or does it lock the wheels when you try and tow it in gear?
engine turns but does not fire: check diesel pump is primed - dieseles are notruous for priming problems if they have run out of fuel.
engine does NOT turn over and wheel lock when towed. Engine sounds as though it has siezed, what happened before this - did it massively overheat? Has it sucked in water through the air intake?

check your battery terminals are clean & very tight.
check leads to starter from bat. check for corrosion around starter connectors
If not that check if your fuel pump solonoid is working or has a feed.
also check if you are getting fuel to yor pump maybe fuel pump is u/s (lift pump) If you have fuel it may need new filters or just a bleed.
check glow plugs but it will start with knackered plugs with difficulti

turn the engine by hand to make sure the engine has not seized, doing this any rust that has built up will break off, you will also know that your engine is free. Even though it is a new battery it still might have lost it's charge, use a multimeter on it to see what the amps is. if you still can't solve the problem, get a hanyes manual for the car, they are brilliant you won't be able to go wrong with them
