How can you telll if alloy wheels are painted or polished?

i own a repair shop,and you can take a rag and rub it real hard in one spot,and if there painted you can tell when your rubbing them if there polished they start shining better than they are now,and also they may have chips in them if there painted,good luck.
If they're painted they will show signs of chipping if they're second hand and they are not as shiny
I was talking to the local Audi garage and he said that ALL alloy wheels on second hand cars get painted before they go up for sale
