you can't its all private.
Take it you were stuck in traffic, made eye contact and all you have left of the love of your life is a registration number.
Unless you have contacts in DVLA or the police i doubt anywhere would give that info out as it's data protection.
You could always go and wait in the same place, same time next week and see if you meet again!

You can't track reg no.'s down it against the law. If its for anything that the cars has been used in ie an accident, or anything illegal give the no. to the police and they will do the rest.
Try either the DVLA, in writing as this is the best way to contact them or obtain a form from the post office for a duplicate log book.
You can not get the information yourself. If the vehicle you are seeking has been involved in an accident, or an incident with yourself, get on touch with your local police, and give them as many details as possible. Never give your details to anyone who says they can get vehicle information other than the police.
If you have purchaced a vehicle and are having a hard time registering it cause the registration in lost, the last person that owned it can file for a lost registration and then sign off that they were the previous owner and they can get it and give it too you it is only about $5. at the DMV
