Could be any one of a number of things.
Has it been serviced properly?
It could be a blown head gasket, as it is a K series petrol, I still have a 2 litre 400 because the K series engines are iffy and I dont like diesels.
Best bet is find a garage with a former Rover mechanic, or a former rover dealership where they know about these things and let them have a listen, diagnosis is the key here, check plugs and compressions as step 1, the old Civic, which is what a 45 is, is not a troublesome beast as long as it is serviced by the book, especially gearbox level and antifreeze, but low coolant or no antifreeze = Blown head gasket and warped head, Muchas Expensivos.
My driveshafts kick up an unholy row doing u turns after 250 miles non stop, you hadn't just come off motorway when this started had you.
Sorry I cannot be more help but I own a 400 , I am a former factory trained Rover mechaic and I sometimes service 45s so if I cannot diagnose it from my armchair I suspect few others can.
HAHAHA pmsl you want to take your car into a garage to get repaired and NOT get ripped off. KEEP DREAMING. (O.K then I will lie for the benefit of the people who gave my answer the thumbs down..Take it to your garage they will fix it for around £5 including the parts are you happy now you a+seholes)
Could be anything broken valve or broken piston ring for two suggestions but does sound expensive
have a good look at the driveshafts for any excess side movement and also check that the engine mounts are not loose or broken.
Could be a number of things, your clutch could be on its way out, your engine mountings might be borked, your gearbox might have actually been in 4th which would signify a gear selector problem, could be a wheel bearing thats failing, could be the drive belt for your power steering is wearing and causing problems, could even be an engine temperatrue sensor problem they cause cars to act wierd.
Hard to say really, a trip to a stealership is the best cause of action, unless you can find a reliable independent garage, main dealers are the spawn of the devil.

We couldn't build anything worth a dman. Always buy German, Golf, Polo, whatever. Stear clear of British engineering. Our workforce are bone idle slackers.
It could be something simple, check the spark plus first, pull off each plug one by one, if the engine noise dosen't change when you pull off one that could be your problem, then it's as simple as just replacing the spark plug, you can do that yourself.
the knocking sound is serious if your car is just thicking over, it usually means your engine is on the way out, check the oil level straight away.
it's hard to diganose without knowing more..best thing is to go onto a site like http://www.octane.ie/ the lads there should diganose your problem within minutes.
scrap it.. best thing to do and its my advice, it sounds to me like fueling problems, ie, carb. if its not a carb model then i would look towards ignition problems ie. distributor or spark plugs, possably overfueling, COULD be idle sensor but i doubt it, whatever it is will be expensive to fix simply because rover have gone bust and pattern part companys are charging blood for rover parts.. scrap it
The spark plugs aren't encased in the injection system you described, they just need a few 8mm bolts and the two coil paks removed to get to them. Coil packs do fail on them, but it's one of those faults that can't be seen. Substitute the coils if possible and try it.
if you say that it sounds like a lack of power then a jurky engine on idle and a sound of air escaping then cheak the exit on your exhaust for the amount coming out of it on idle it sounds like you may have a blocked exhaust !
