It is a breach of the Highway Code not to let other people know of your intention to turn. If there is no one around to indicate to then you don't have to use them. The highway code is not part of British Law so the answer to your question is no, it's not recognised as a criminal act and is not punishable by the British Legal System. However, it's still gonna p*ss a copper off if he sees you turn without indicating and if he's looking for a reason to pull you over, that'll be it.
you dont have to indicate if there are no moving car's around.
