In the UK what are the laws concerning learner drivers and motorways?

Whilst a learner driver in a car or on a motorbike/scooter is not allowed on a motorway, learner lorry drivers are.

from the BSM (British School of Motoring)website:

“We already allow learner lorry drivers* onto motorways – with no requirement for either an accompanying qualified instructor or dual controls”, adds Keith Cameron.

Learner lorry drivers will have already passed a car driving test. While undergoing lorry driver training they must be accompanied by a full licence holder of the type of vehicle being used – but that need not be a qualified instructor.
