How can you remove/ prevent moisture from forming in the headlights of a 2001 Fiat Punto?

gm's prescribed method for addressing this issue is:
remove the headlamp(s). pour a couple oz of distilled water into the headlamp via the bulb hole.
slosh the water around a bit. using something like a baby bottle brush with a dry rag attached to it,
move it around to dry as much of the water as possible. then use a hair dryer to finish drying it.
check the seam where the lens is attached to the back half of the headlamp for any possible failure in the sealer. if found reseal with a quality rtv sealer (sparingly).
many auto makers headlamps do this. it is just condensation. do it right before your inspection and you should be good to go. good luck
Replace them, they're cracked.

My car's headlights are cracked and I can barely see at nighttime cause they're so fogged.
check for breakage.replace 'em.thr's no other way..unless u have sum sellotape or putty?

Can't prevent it without repairing it - however running your car with the headlights ( preferably on full beam ) on, will get rid of it temporarily.
drill a small hole at the bottom of the lens. That will drain the water and stop the water from building up.
A seal has broken which means moisture has got in, but can't get back out. If you put a rag over the headlight it will gradually clear temporarily, same as using a hairdryer on the glass. But to clear it pernamently you will need to buy a new headlight.
if there is deffenatly no crack then the seal around the lamp it self
it is possable if you know what you are doing to split it and reseal it but i would say for the mot,
take it out take all bulbs out let it sit in the house for an hour or so or use a hair dryer and put back when all moisture is out!
then ether do as above or bye a new unit after market ones are just as good!
Hard to get rid of now the weather is cold. Warm air carries more moisture than cold air, so any repairs that take place in warm atmosphere will encourage it to reform. You can take the rubber seal off the back for a long journey with the lights on, and replace it when the lamp is cold again, or replace the lamp. This is a common problem on Puntos. Suggest you use dipped headlamps on the way to the test and the warmth will dissapate the moisture.
