What are flashing lights on a motorway emergency call box for?

so u can find the phone in bad weather.

so thats it distinctive from other boxes i.e electrical etc also easier to see in the dark
It's an escape pod from the Tardis - and it's landing.
to let motorists know that they r broken down....ha.
So you can notice them faster. Or it could be if the call box breaks down, the lights stop flashing and that would indicate it was time for a repair.
