it may be able to but a lot of 3G handsets are network locked and even if you put a different sim in there are so many changes you need to make to be able to use all the functions. such as video, mms and on line services

As I understand it if you call your operator, for a fee they will do this, as it is part of the whole number portability thing. BUT if you are in a contract you are obliged to fulfil it or pay a fee for ending it, which will be the cost of your N70 (e.g. lots).
Obviously there is the illegal way with a bloke down the market, which is highly inadvisable as illegal and they can fry your phone.
Interestingly all phones in Belgium are not locked - is the law.
