I'm thinking along the lines that the previous answers aren't what you're looking for and you're meaning an RCD (Residual Current Device). Typical use for one of these would be on your lawnmower to cut the power if you accidentally cut the cable to avoid you getting an electric shock.
The device continually monitors the current flow in the Live, Neutral and earth wires. If at any time it detects a current flow from L or N to Earth it automatically disconnects the appliance from the supply. In the case of your lawnmower, as the metal blade cuts through the wire, it will connect L or N to Earth. Device detects current flow through the Earth pole and opens the internal switch - disconnecting the cut cable from the supply and therefore saving you from getting electrocuted. It is possible that you might feel a slight shock, but these breakers operate in milliseconds (1/1000th of a second) so it's unlikely.
