I bought a Jenoptik JD4100 (optical zoom 3x, 4.0 megapixel) for £39.99 at High Street (I live in London).
Works fine.

look in an argos catalogue, or on Ebay.

I doubt you'll get one under a £100 with that spec. But www.aria.com do some offers regularly, dont know if they got any cameras.

Last month I bought a Canon A530 from amazon.co.uk. Selling for £99 currently (much cheaper than the high street), and its free delivery. 5mp, 4x optical zoom, 16x digital zoom. Has exactly all the specs you want (plus video with sound). website good for reviews too.
