Best phone on the market just now is the Sony Ericsson K800i cybershot,3.2 mega pixel camera,i just got mine for £200.00 on ebay,but that was unlocked to any network,i use a 02 pay as you go genie card with 300 free texts a month when you top up with £10 a month great value,but you can get them for your £150 budget,but they are locked to a network like 3,orange or vodafone,but you can get them unlocked for £10,its a great phone,i would highly recommend it.
