I have a nokia 6230i but have lost the insruction book. where can i get or download another?

You should call up the Nokia helpline or write them an email - tell them that you've bought the mobile phone but the instruction manual is missing, they'll post you a new one. Don't worry if it's you that's lost it - they won't question you because things are often forgotten during the packing stage before they reach the shops, not just Nokia but lots of big companies. When I bought my computer the actual main power lead was missing!
