1.3 mega pixel phone camera?
to improve the quality, change resolution or pixels or what ever.

1.3 megapixels simply isn't enough for a 6x4 print. For that, you'll want 3 megapixels (or more).
The only thing you can do in Photoshop, is smooth things out a bit. These are the steps:
* Open the picture in Photoshop
* Go to menu Image, Image size
* set the long side of the image to 6 inches
(make sure the width and height are linked, so when you change it, the other dimention increases automatically, too)
* set the resolution to 300 pixels/inch
* set 'resample image', to Bicubic
* Hit 'OK'
* Then go to menu Filter, Sharpen, Unsharp mask
* set Amount = 100, radius = 1.5, threshold = 3
* Hit 'OK'
Done. That's as good as it's going to get.

As OMG said. 1.3MP just won't give you the pixel you need to have a 4X6 print. If you really want to have a better quality printout. Try sending it to your local drug store or local camera store to have them print it for you. They have much better photo printing machine than any of the consumer grade photo printer.
1.3 MP is good enough for a 6x4 easily. I've made passable 8x10s with an old 1 MP Sony FD83 but it had a quality lens. It's a camera phone though! The lens quality probably compares to the bottom of a coke bottle. The sensor not much better. It could be 8 MP but the picture would probably look the same with the lens they put in those things. You can play around in photoshop and maybe increase the contrast and sharpen some. But garbage in garbage out, don't expect much improvement. Try taking the pic to Walmart if available to you, to take your printer out of the equation.
pixels make up a pic so the more you have the clearer the pic and larger u can make it. i think the lcearest might be like a wallet size pic
