A standard measure of any spirit is 25ml. For a 40% abv (alcohol by volume) spirit (which is the majority) this is 1 unit of alcohol. For weaker spirits bars often use a double measure of 50ml, so that for a 20% abv spirit you still get one unit of alcohol.
There are some pubs which offer a standard measure as 40ml. This costs more (on average) than a 25ml, as you are getting more. It also means that each measure gives you 1.6 units of alcohol.
So to sum up: a normal measure is 25ml, which is normally 1 unit. A large measure is 40ml which is normally 1.6 units. The measure in most English pubs isn't a half measure, its just that the measure in some pubs (maybe those in Scotland) is nearly double.

In England a measure is 25ml for all spirits except martini which is 50ml for some strange reason
In Ireland our standard bar measure is larger than in England. Don't know how it compares to Scotland. Cheers!
the stronger stuff in England is 25ml, but the weaker stuff like martini and baileys is served 50ml, there are some pubs where they free pour, go their and knock the bottle as they pour ; )

It is a fact that the measure of any spirit ie. whiskey, vodka, bacardi etc in English pubs measured by optics are only half of what you get from irish pubs, i don't know if this is the case in scotland but it its 100% that in Ireland all spirit measures are twice the size as english ones.
it is not always 25ml in England because my local bar is 35ml, but it is an Irish theme bar. I dunno if that makes a difference.
