They actually sell poppers (liquid gold) in a lot of goth shops and also on a lot of markets. It is legal - for the proper use of putting in bowl and left to evaporate in the room as a deodoriser but I suppose it can be classed as a drug if you inhale it to give you a head rush. If it was illegal then so would glue and sprays as people sniff these for a high.
