Lots of people are giving you silly answers. I'm a retired Maths teacher so I know what I'm talking about. If you don't understand your teacher (assuming you are listening!) you won't get anywhere. Go and see the Head of Maths at your school and explain your problem politely. Get your parents to support you if need be. Get on a good revision site like BBC Bitesize, Maths Angel or Sam learning. Get a good revision guide from your library. If all else fails-think of getting a private tutor but make sure they are properly qualified.
You are even dumber at English. See all yor teachers for extra homework.
Math??? You would be well off to learn ENGLISH first.
I think you should talk to your year head about the language problem and extra work to catch up. If you don't understand him then you will never learn anything. Also the school will never put you in a class your not capable of doing.

I am a full time student who is not very good at maths and I use this web site a lot, there is another web site called gcse bite sized, all you have to do is type in gcse bite size and it will take you there.
There are also some books out which will help you they are from the Coordination Group Publications, their web site is www.cpgbooks.co.uk they do all sorts of subjects and they have funny jokes in them, give them a try.
