I've chased kilroy all round the world without catching him. but seriously does anyone know who he or she was

Answers:
Kilroy was here is an American popular culture expression, often seen in graffiti. Its origins are indistinct, but recognition of it and the distinctive doodle of "Kilroy" peeking over a wall is almost ubiquitous among U.S. residents who lived during World War II.

Take a look here: http://en.wikipedia.org/wiki/kilroy_was_. for more information on Kilroy.
Graffiti used by the US army to show that they had passed by.
yes, in WWII GI's would put the little Killroy was here signs everywhere, it was a running gag. I put one over a poster of Sadaam in Iraq

I've heard that the original Kilroy was a British soldier in World War I.

The same doodle also appears in other cultures, but the character peeping over the wall is not named Kilroy but Foo. Australian children often write "Foo was here" under the illustration, a habit possibly inherited from the United Kingdom, where such graffiti are known as "chads". In Chile, the graphic is known as a "sapo" [frog]; this may refer to the character's peeping, a habit associated with frogs because of their protruding eyes
Kilroy [-Silk] was/is a British MP and broadcaster.

He flipped his lid a few years ago to set up a political party called UKIP. Which in turn ousted him.

He`s probably in the looney-bin by now.
He went to Europe with the GI's in WWII and I THINK he came back. He was having so much fun over there he may have stayed - although there are signs of him here from time to time.
I don't know all the details without looking them up, but I'm 99% positive you can find it on the net. The gist of it is Kilroy was a quality control inspector of airforce plane repair during WWII. The ground crews didn't have time to wait around while Kilroy inspected their repairs so they'd finish one plane and move on to the next. Kilroy would do the same with his quality control inspections and to let the ground crews know he had inspected the plane he wrote Kilroy was here on the plane.
