Definitely 1000, which as the above says, doesn't look like 2 sig fig because of the first zero, but it is part of the original number. Ignore those who tell you zero can't be a sig fig, they're talking ca-ca. Someone up there showed 1032.46 which is the correct answer to the question "what is 1032.456 to 2 DECIMAL PLACES". These are very different.
Creambunny is right. It is basically a trick question. The two significant figures have to be together, so what it really means is - what are the two most significant figures? But you have to fill in the other places with zeros for padding.
