When, where and why did the concept of qualifications (degrees etc) come about?

Answers:
There has to be some kind of credential to show that people know something. Some people get certifications if they can't go to college.

All I know about degrees comes from Medieval Europe--people used them to become qualified to teach. Degrees were originally about teaching and imparting knowledge to others, but now they seem to be more in arena of career-vocational, unfortunately. Making people get degrees for almost every kind of career training has become very, very expensive and is very, very unfair.
I am hoping that certification programs can become more dominant.
Real reason:
When? Dates back in history
Where? Everywhere at higher social levels
Why? To determine ability & knowledge

Modern reasons:
When? Anytime
Where? Anywhere
Why? For universities to make more money!
