Try mage guilds, people sell them there. Also a shop in the market district. If you are trying to cure the vampire curse, the women who makes the cure has 1 or 2 in her basement (enter the fireplace)
grand soul gems are very rare and hard to find items. There's a shop in the market district of the Imperial city, mystic emporium, that sells them as do some of the mages guilds, you don't have to be a member to shop there either. You can also find them in some dungeons, caves or forts where necromancers hide out. If you want some for your own use and not just as quest items go and get Azura's star from Azura. This is a Daedric quest, her shrine is the Jerall mountains north of lake Arrius which is north-north east of Cheydinhal. This soul gem is reusable. Once you've filled it with a soul and used it for what ever reason you then still have one empty soul gem. A very useful object if you use a magi weapon and have the soul trap spell and you only need to be level 2 to do the quest to get it.
