No, I dont think you can.
If you want to buy a book thats not available in your country, you can email Amazon customer service and ask them if they will deliver.
But normally you have to create an account, and I dont think you can create a Japanese account while sitting in US or UK.
There are other online bookstores- for example I wanted a book that was only availble on Amazon US, but I looked around & found a 2nd hand copy in my own country. Thats better, as it will be cheaper.
