How can i unlock all cities in GTA San Andreas without doing missions on PS2?

Get a mate to do it for you. While you go down the pub with his g/f.
you can search for cheats. or just don't be so lazy and complete the game! It's an easy game :)
If you really wanted to you can swim to the other cities but it will take forever.
Use the flying car cheat to fly into them.

As far as i know there isn't a cheat to do this, even if you swim to another city you get an immediate 5 or 6 star wanted level.
use the lock wanted cheat (CIRCLE, RIGHT, CIRCLE, RIGHT, LEFT, SQUARE, TRIANGLE, UP) and use the jetpack cheat (Left, Right, L1, L2, R1, R2, Up, Down, Left, Right) and youre erady to go.
or you can steal someone else's memory card and load their game then save it on yours.
