Just bot a graphics card and fitted it in but monitor not going on?

did you un-install old card before hand? maybe it's a conflict

did you use an anti static shield
Your mother board may have a jumper that you have to place/remove. You may also have to un-install your old display driver.
If you are using a LCD screen then lower your res. LCD's can give you hours of hassle trying to set them up.

computers are such sensitive things, i would get it checked out by a computer specialist..might cost abit but better than having to replace the whole computer!

I assume you're running windows, if so then you should have set the graphics resoultion to default low res, removed the old graphics driver and rebooted the machine before changing anything.
Once you've done that then change the graphics card, making sure that you set any jumpers or BIOS settings that are necessary.
Reboot the machine and when it comes up then load up the new graphics drivers and reboot again.
When the machine comes up then set the graphics resolutions and refresh rates to the best your hardware will support.
Then do a final reboot to make sure that everything is OK.
