I think you're talking about Dyne.
Use your normal physical attacks and keep your HP high enough say 250.
This guy isn't hard, and at best does 2 attacks in a row causing maybe 150 damage.
You should use limits since they come up quick and do heavy damage.
Dyne uses an attack called S-Mine that is only as powerful as his normal attacks except he uses it before another normal attack usually.
Don't let your hit points drop before 250 since he can
cause good damage in these two attacks. Also, Dyne's desperation
attack is Molotov Cocktail, which does 150 or so damage. Keep
hacking away with attacks and he'll be dead.
I have not played for a while but I think the other guy you are talking about is called Dio. The best tactic I found was that I would be hit then use my limit break then heal then be hit then limit break then heal. Just keep repeating that and it should work. Also make sure it is the Big Shot you use.
