Hello! Does anyone know how to create a chat room please?

There are plenty ways to do this, but does she have a web page? You need a way for members to access the chatroom, such as a website to place the chatroom on, or you could use an instant messenging service. If you go to the website based chatroom approach there are plenty free scripts on google.com to add your chatroom.

Another thing to consider is will the child be attended? Personally I think most people at that age can usually look after themselevs adequately but occasionally even the most intelligent can be tricked and so it is wise to take great care with the internet and your child, for her own good. Sadly it is neccesary.
