Thats going way back. You really really got me thinking there and the only game I can think of that matches your description is Liberation: Captive 2 32CD and I think it was released in 1993 if I remember correctly

I remeber a game called Midwinter, where you were an agent and you had to get control of islands by finding your contacts etc.

It was great. Not sure if the agent name was John.
