Glossy photo in clip frame looks dirty but photo on plain card in same frame doesn't. What can I do?

is it the glass that's dirty , take it apart and wash it with washing up liquid if not take the photo to photo copy shop as they most of them anyway do Restoration work .
I'm not sure I really understand.I guess I would use the photo on a plain card in the frame if it looks better!
