if this is true, i would go back to the authorities again, if they do nothing this time, sue them. Its hazardous to you and your children. Don't risk their health because you don't want to feel 'silly'. Do the right thing and get it sorted out. Even if it is nothing, at least you know it's nothing. Personally though, I think that it is something rather than nothing, get someone out to sort it out asap!
The fibreglass in roof insulation is generally harmless. The reason it makes the skin itch is because it stops the skin from breathing.
Fibreglass is dangerous. It can cause tiny lacerations in the lungs and skin. This is why insulation contractors wear protective clothing and masks.

Keep rattling cages until you are heard.
go to your council and demand thatt something is done about it (take it council is your landlord) also go to docs and voice your opinions about you think it can be dangerous to health and tell council this (your doc may help with letter to council stating health issues) and write a letter to your mp. and keep hassling everyone till your problems are sorted
Roof insulation is most commonly some form of fibreglass - it is hard to know how it is coming through to be able to fall on you?

I personally would ask the council to provided you a copy of the Asbestos Test and Survey that they say was carried out (you are within your rights to have/see a copy of it). I think it would also be wise to avoid the roof space if possible otherwise you will disturb it to much.

If in the U.K go to:

http://www.hse.gov.uk/asbestos/home.htm.

Asbestos was used extensively as a building material in Great Britain from the 1950s through to the mid 1980s.

Some of areas in your home where you may find asbestos include:

Eaves gutters and rainwater fall pipes
Fire blankets
Garage and shed roofs
Linings for walls, ceilings and doors
Insulation panels in some storage heaters
Bath panels
Central heating flues
Loose asbestos packing between floors and in partition walls
Floor tiles

Most people are exposed to low amounts of asbestos present in the atmosphere with no ill effects. Asbestos fibres and dust are potentially very dangerous if inhaled in higher concentrations over a period of time, when they can cause serious lung diseases including cancer. The symptoms of these diseases often do not appear for between 20 -30 years after exposure to asbestos, not normally within a domestic environment (construction mostly).
It sounds like loft insulation disintegrating and showering down. Loft insulation is made of minute glass fibres which look like glass rods under magnification. Fibreglass in this form penetrates the skin and can be inhaled or swallowed. Most people think it is inert hence the stupid attitude of the local council. You need to be rehoused while your house is properly investigated and made safe!
I would contact the Health and Safety Executive and report this on Monday as the health effects from any kind of dust in the long term may be severe. The number I have is in Nottingham 011559712800. Give a full explanation and be sure of a sensible response from them. Better to be a cautious fool than a sick fool.
Let us know what happens will you.
I didn't know fibreclass was bad for the health.
