Lobelia is relatively cheap and you get a specific type that is good for ground coverage. Bulbs are alwys a safe bet esp as they'll return year after year. I'm not brilliant at gardening but i hope that helps!
However, reasonably inexpensive groundcover shrubs/plants can be purchased as bare rooted transplants. This is plants that have not been grown in pots or containers. Which increases the price significantly.
Look around for small independent nurserymen who might just produce either.
As for a plants list, this is difficult as you do not state where you are located. And what type of border you want to create. That is: Herbaceous - Hardwood Shrubs - Mixed Border - amongst other types. Once you have decided on the type of border. Then you can prepare a plant list, based on the border type.
Further, what's the width of the border? Mutiply the width x length. This will give you the square metreage and allow you to calculate the number of plants needed..
