Will this weed plant flower as it should?

Weeds are pretty hardy. Whether and when it flowers depends on what kind of plant it is. But assuming it's a weed, and not some delicate hothouse flower that's being coddled in a zone that's not suited for it, yes, it should flower.
When you say 'weed'.......what exactly do you mean?

Generally they need a long summer to flower well and also do not forget to pinch out the growing shoots to encourage it to bush out.the more stem tips the more flowers
