Can i put skylights in my existi-ng garage roof without planning permission, can the neighbours object .?

I think you can put Velux style windows in without planning consent, you just can`t put in dormers or anything which extends beyond the building line, the neighbours could object if you will overlook them but if not then I don`t think they can object, check with your local council`s website, the building and planning section.

However, you do need to meet the building requirements. You're local builder's merchant may be able to give you advice on this.
