The international code book that most states in the US have adopted states that you must have building permit to do additions like your conversion. However if you plan on doing the work yourself I wouldn't worry about it. Just make sure that your neighbors don't report you. I am not joking when I say that my building codes professor's neighbor reported him when he replaced his own shingles. If you plan on getting a contractor to do the work make sure that he gets the permit and posts it where it is visible from the street.
