Why are the NHBC so billigerent, even when it is apparent there is a problem?
Whats the point of buying a house with an NHBC Warranty. Doesn't seem to be worth the paper its written on.

The NHBC stamp on a house does not give any guarantee that the house has been built to a set standard or have any sort of quality control in th ebuild process. As already stated it is just a insurance policy for the builder. If mortgage companies didnt insist on the ticket for new builds then it wouldnt survive a year.
Like you intimate, the NHBC is a pile of poo and has no credibility to those who actually have a need to take a builder to task.
The structure is designed to make you give up before you start, with inspections, reinspections, arbitration, betterment etc etc.. anything but to get the work done.
Get ready to do battle, dont discuss anything verbally - always paper becuase you sure as eggs are going to need all the proof you can get.
If they drag their heels unnecesarily you are also perfectly entitled to seek additional damages from NHBC themselves for distress and anguish due to the event being protracted more than it should have been.
Say nothing verbally, and do NOT accept any offers verbally. Remember - EVERYTHING in WRITING. !

As far as I know, though, NHBC is the only game in town. Is there some form of ombudsman you can approach in the case of a dispute? NHBC would have to tell you that if you asked.

NHBC exists to protect the builders so do not expect them to help you.
Go to trading standards at your local council and they will either deal with it or point you in the right direction.
