How on earth can I clean off old grout ?

Give the guy a ring and tell him to come back and fix the problem he has left you with.
If not then scrape the access off and then you can use some tile restorer to bring it back to it original state.

Try soapy water. If you have tryed that, then use bleach water. Get some kind of rag or a old toothbrush, hot water in a bucket and as much bleach as needed. I use it all the time in my kitchen and foyer. It won't hurt the tile or the grout. It works really good and disinfects too. But if you use too much, it will leave a film, just get some clean water and rinse off.
A mixture of hydrocloric acid and water mixed at ratio of 1 part acid to 10 parts water. Remember to add the acid to the water not water to acid. Then using rubber gloves and a stiff scrubbing brush scrub the tile surfaces. do not allow the acid to sit for for to long before rinising off with clean water.
If you have never used acid like this before then you should get help from someone who has. Hope this solves your problem.

Have you tried one of those plastic pan scourers with plenty of hot water. If the grout is not too thick or too old, this may do it. The plastic is not strong enough to scratch the tiles either.
You may go through a few of them because they wear through easily and you may have a bad back, but you just need something that is strong enough to get rid of the grout withoput scratching the tiles and these have worked for me so far.
