How to empty an pressurised water system?
I have tried to empty the pressure system in my flat, turned off both stop cocks, and still there is lots of pressure when i decide to unlock the nut on the 12 L pressure tank.

close the water supply to the house. then turn on the LOWEST and highest taps in the house.
when the lowest one stops running that is as good as it is going to get.
if your tank is lower than the lowest tap. your gonna get wet...
get somebody who knows what they are doing before you hurt yourself, my dads a teacher at a college, he teaches gas and plumbing safety, so listen to us! were telling you this for your own safety.
Deltaxray7 is probably right but there is another thing to look for. Check to make sure your stop cocks are working. If they haven't been touched for a long time then they might not be closing fully. Try closing them as far as they go then get your ear next to it and check for any water running noises. If deltaxray7's idea doesn't work then you will have to call the city to shut you off at the street. and get your main shut off in the house changed.

You don't say whether it is a combination boiler or a pressurised hot water cylinder. A combi boiler has a tap on it to turn off the incoming water. Turn that off and a hot tap on and the pressure will drop. The cold water would still need the stop tap turning off to stop it. A pressurised cylinder can be depressurised by turning off the main stop tap and opening all the taps. If the cylinder needs draining, there is, or should be, a draincock fitted somewhere at the bottom of it. As an addendum, when you turn the stopcock back on, open it fully and then shut it by a quarter turn. It will not affect the flow but will stop it sticking in the open position.
