In our area you call the police department, they have a kit that tells you how to do it and they will come and give speeches and meet with everyone to help your group get started.

I started one many years ago in the Midlands it will take up a lot of your time & not everybody appreciates people being nosy even though you think you are trying to help,start with basics judge the reaction of locals try & get as many people as possible onyour side hold a meeting appoint a committee, inform the local Police & council of your intensions.Have an agenda.
