Why do you sometimes get a green spark when putting in a plug while the switch is on?

It depends upon what you are plugging in. It is possible that you touched the contacts to the socket for an instant before you actually plugged it in. Under these circumstances, and input transformer or coil would release energy as you plugged it in the second time.
Its electricity jumping (arcing) to complete the circuit.
The contacts of the plug are made of brass which contains copper which burns with a green flame. Arcing causes some of the metal to burn.
that happened to my vaccume
because the socket isnt earthed properly
because the switches are on you are asking the electric to flow.
so it jumps the gap ...espcially if plugging in a high wattage item
make sure socket / plug are not damaged and turn off BEFORE plug in or out , plus deff NO WET HANDS
