What is the correct mositure content for a screeded floor ?
I layed a floor with rmc fibre screed 10 months ago and tested it with a protometer. I got a moisture reading of about 19% is this ok? The floor has been washed over with a pva solution to supress the dust could this have retained some of the moisture?

Concrete will always take on moisture. That's the reason vapor barriers are used over them when installing finish flooring over them. 20% moisture is normal and fine. Do what you need to do next.
consistencey of mustard powder yes you should have waited until the screed had dried usually about 3 or 4 days
