Killer fence?

My neighbour has had a very dangerous fence erected , each metal strip has 3 very sharp points on it (like on a fishing hook) If a kid fell on it they would get badly maimed or killed is this legal

I'm assuming that you're in the UK (from your previous answers) in which case the fence is illegal.

Fences have to be constructed in such a way that they can't cause accident or injury - barbed wire for example must be high up or on the side of the fence away from the public. For similar reasons spiked railings are always so high that you can't fall onto them (unless you fall out of a window). Currently prisons are having to remove the barbed wire around them in case prisoners injure themselves whilst trying to escape.

I'd have though your best bet would be to discuss the situation with your neighbour and explain your concerns and see if you can come to some amicable arrangement where he (or she) replaces or modifies the dangerous parts. In the absence of any co-operation from your neighbour you could try contacting the Health and Safety department of your local council, if it's a tall fence or is restrictive in any way then contact the Planning Department as well and if the dangerous parts are alongside a road or public footpath then contact the Highways and Lighting department.

YOU must check with your local city hall and find out the building ordinance. In all probability, the fence is legal as long as it's on the other guy's property and not in violation of height restrictions.
It's called barbed wire, and it's perfectly legal. I take it from your spelling of neighbor that you aren't from the United States. Barbed wire is exceedingly common over here, and no one thinks twice about it. I've been climbing over it all of my life, no problems.
I don't know if it's legal or not, but I'd certainly check into it. Call your city or county government offices and check into it. Glad he's not my neighbor!
Its probably not legal. Besides some innocent child getting injured, some low life trying to break into the property may injure themselves and end up successfully suing your neighbour.

I know that some laws in Scotland are different from England, but the planning dept can help, or if its a council property the council maintenance department. if is adjacent to your garden you could erect some thing in front of it, so a) its not such an eye sore b) safer for your family? have you tried talking to them about it?
