It actually depends on the depth of the tread - there is a graph you can get from building regs at the council offices - but absolute maximum allowed in your own home is 220mm and 190mm in public places.
If it's the Step Rise then 220mm

Maximum number of Risers = 16

So 16 X 220 = 3520

That would be a bad stair though.
