If you mean prune then now is the best time as cherry trees will bleed extensively, even towards the end of their domant season so prune these in mid-summer after new growth has matured.

For pruning, any time from now to feb as the sap is down and the tree is starting to go dormant.

Also, might be worth checking you are not in a conservation area with the council.
If you want to get rid of it totally with out having too much work with the leaves, do it in November. If it is a trim up do it in the Spring when the sap is rising, this will protect the wounds from the saw.
