I read once that to keep them leafy you should let them grow on a bit and then cut them back; that will apparently help prevent them from growing too big and tall and going to seed too quickly.
You will find it easier to grow them under cover, whether it's a greenhouse or polytunnel, or a cloche or cover of horticultural fleece.
