Sprinkle Cayenne pepper in your flower beds.
Kinda obvious, but we had to hang our plants so kitty couldn't get to them. Also we bought some cacti for the floor, kitty don't mess with them.
Tie a mouse to ur flowers.
Camphor (Moth balls) cats hate that, throw a few down on the soil
Do what I did- get rid of the cats. I had 27 at one time and got tired of the smell and not being able to have anything outside.
There is some propriety brands that help to accomplish this. Alternatively they say sprinkle some pepper amongst your flowers as they don't like that.

I'm told orange peel also works as well as catnip. Personally I spray them with water from an old washing up liquid bottle. Destructive little bastards.
plant camphor plants.Until they grow, put out mothballs. It really works. If all else fails, a dog does a good job too.
If you put moth balls in your flower beds/pots it will help keep cats away, but the moth balls also stink so..you have to decide if you wanna smell moth balls or cat poo.
bury milk bottles so only the opening is left , i don't know why but they won't go near it guaranteed

scare them off with rocks, when you c them coming to ur flower throw a rock near them (NOT HIT THEM) and they will run off scare and cats learning quick so they wont really do it anymore after a while

put a simple dirt box in the garden - mine is a tray filled with earth. true, you have to empty it but at least you know where their poo is
My neighbour half fills plastic soda bottles with water and places them in the garden.the water is supposed to reflect of the cats eyes n scare them into thinking another animal is in the garden..therefore thinking the garden is not their territory. This works at night. Cheap and safe way to deter them too. hope this helps x
several things to try- cants dont like pepper so put some down around plants (washes away though) or try planting strong smelling plants as cats dont like strong smells or cats are territorial if they see a cnother cat they wont stay in that area so get few small mirrors (like compacts or similar) put them around your plants and cats will soon dissapear (this is same principal as putting bottles of water down but more aesthetically pleasin)
Use a garden handheld spray gun, about a fiver from most DIY stores. Squeeze the juice from 2 fresh oranges and 2 fresh lemons. Add the juice to the spray bottle, and top-up with a little water to bulk the liquid content out. Don't dilute to much as this will ruin the potency of the mix. Spray liberally on your flowers, if you run-out, repeat when necessary.

Apparently Cats hate the smell of lemon/orange juice, don't ask me why they just do. You can also apply the above method on carpets, upholstery or anywhere you don't want a cat to go.

Other than that, you might plant catnip on the far side of your lawn, so they go there! Or plant the catnip in other places along the street.

Have you thought of pouring some urine on the flowers? This "marking" the territory might work.

Buy a big dog, tie it to a stake about a foot from the flowers. Problem solved.
